(Pioneer) increased by nearly 250 percent in the last year, the substantiated complaints remained minimal at 0.0002% of the accounts in inventory. This clearly demonstrates our commitment to borrower satisfaction and the effectiveness of the complaint handling process. Pioneer's process for managing complaints is first and foremost based on training our staff effectively. Having an educated, well-informed staff that can expertly educate borrowers on all aspects of the collection process is the ideal approach to preventing complaints and ensuring positive borrower outcomes. However, due to the volume of interaction between Pioneer and borrowers, it is expected that some complaints will be filed. Proper handling of such complaints is paramount to ensuring borrower satisfaction. The Customer Advocate Department is Pioneer's independent, centralized team that is dedicated to working with subject matter experts in the Operations, Compliance, and legal departments to address and resolve all complaints. Our Customer Advocate Team plays a critical rate in measuring customer satisfaction. Through established processes for the intake and resolution of complaints, they identify root causes and trends that could be indicative of internal control deficiencies and/or regulatory compliance risks. We believe that based upon the above facts, processes, and overall statistical results that your concerns have been addressed.

On January 18, 2017, the Illinois Attorney General filed a lawsuit in Circuit Court of Cook County, Illinois. Charges filed allege the business is in violation of state law prohibiting Consumer Fraud and Deceptive Business Practices Act; putting student borrowers into expensive subprime loans that it knew were going to fail. The allegations of the Consumer Financial Protection Bureau, Illinois Attorney General, and Washington Attorney General are unfounded, and the timing of these lawsuits-midnight action filed on the eve of a new administration-reflects their political motivations. Pioneer welcomes clear and well-designed guidelines that all parties can follow, and we had hoped our extensive engagement with the regulators would achieve this objective.
