The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.

On August 14, 2019, Hearts 2 Heros d/b/a Active Duty Support Services entered into a settlement with the Attorneys General for the State of Virginia, Maryland, Pennsylvania and West Virginia. The Consent Judgment settles allegations that the business violated the Virginia Consumer Protection Act and Virginia's Solicitation of Contributions law. It specifically states the business led donors to believe they were a charity and their contribution would be tax deductible when they are not actually a charitable organization.  Hearts 2 Heros also claimed to be delivering care packages to military personnel stationed overseas when, if delivered at all, packages were delivered to bases in the United States.  The complaint also contends staff represented themselves as veterans or volunteers when they were actually paid staff members, who are also accused of "skimming" cash donations for themselves. Under the terms of the Consent Judgment, the business agreed to a ban of the two owners from engaging in charitable solicitations or working for a charitable organization, dissolution of Hearts 2 Heros, and restitution in the amount of $286,959.95.
