    On December 7, 2016, The People of the State of California (People) filed a Complaint for Equitable Relief and Civil Penalties against JCPenney Company, Inc. ("JCP") for allegedly violating two sections of the California Business & Professions Code.

    The People allege that JCP misled consumers by falsely claiming their merchandise previously sold at a higher ""original," "regular," or "list" price in an effort to create a false sense of value and persuade customers to purchase the merchandise at the "sale" price. The Complaint alleges that thousands of items were advertised in this manner.

      My experience with JCPenney's was absolutely horrible! Back in August, I ordered 3 pairs of shorts online, and 2 ended up getting cancelled because it was out of stock. I figured they would just do a refund on the 2 items as indicated on their cancellation e-mail and that would the end of it. Instead, it took over a month to finally get my refund. I (collectively) spent hours by phone, online chat, and e-mail about my refund. A refund was supposed to have applied to my original method of payment and if paid with a gift card, I would a refund check in the mail. My order was a split payment and neither transaction transpired. The PayPal Part was cancelled instead of refunded and the remaining portion that was supposed to come by check, never came. The employees I communicated with couldn't even see PayPal part, only the gift card part. Customer Service finally had to get a case opened up and continued to research and probe for another 2-1/2 weeks. A $17.83 refund SHOULD NOT be this difficult and NO CUSTOMER should have to go through this! I'm posting my review to make other customers aware of my refund ordeal and to emphasize how important it is to follow-up on their own refund. I didn't get mine until I chased them down. I hope JCPenney management reads my comments and fixes whatever internal problem is going on. The only frustrates customers!
