The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.
On August 29, 2019 the Pennsylvania Department of State Bureau of Occupational Affairs executed a Consent Order against Frank Debor Funeral Home owner, Frank D Debor. Within the order, a civil penalty of $1,500 was issued and a reprimand was placed on his disciplinary record with the State Board of Funeral Directors to license numbers FS012631L due to the board’s stated violation that Frank Debor engaged in incompetency, negligence and misconduct; and failed to provide full and factual representation concerning aspects of the services rendered or the funeral furnishings provided.
The State Board of Funeral Directors found in June of 2015 Mr. Debor did not follow through on a prearranged removal service as requested from consumer. According to the allegation, Mr. Debor had a pre-established arrangement with a consumer to have their body donated to University of Pittsburgh Medical Center through the Humanity Gifts Registry Service. When consumer passed away on June 25, 2015, Mr. Debor infringed the pre arrangement by not delivering body to University of Pittsburgh Medical Center and falsely asserted to the family of decedent that Human Gifts Registry Service rejected the body due to age, type of cancer of decedent, as well as the surplus of bodies available at the Medical Center. This was later dubbed untrue as the daughter of decedent contacted the Human Gifts Registry Service on June 29, 2015 and discovered that there was no record Mr. Debor or any other representative from his business having contacted the registry on the date of death or after. A refund in the amount of $2600 was issued to the descendants wife as alternative arrangement option for cremation was made after she was advised of the rejection from the Human Gifts Registry Service.
Mr. Debor’s license was not suspended.
