On June 2, 2020, the business entered into a Consent Order with the Minnesota Office of Higher Education. The Stipulation and Consent Order settles allegations that the business violated Minn. Stat. §136A.65 subd. 4(a)(1), §136A.65 subd. 4(a)(3), §136A.65 subd. 4(a)(7), §136A.65 subd. 4(a)(9)(i), §136A.65 subd. 4(a)(9)(iii) and providing false, misleading, or incomplete information (Minn. Stat. §136A.65 subd. 8(a)(2)) and refusing to supply reasonable information after a written request by the Office of Higher Education (Minn. Stat. §136A.65 subd. 8(a)(4)).
Under terms of the Order, the business agreed to abide by the compliance plan which includes permanently closing Chinese-language Tuina Massage Program after currently enrolled students have completed their program; participate in ongoing monitoring by the Office of Higher Education by providing a list of students and their contact information, programs, current enrollment status and anticipated graduation date; maintain accreditation for accredited programs. The business will also have all students sign a disclosure stating the business will close by Feb. 19,2021 unless there is a change of ownership, the change of ownership is not guaranteed, there is not a guarantee the students will complete their program and no guarantee of access to financial aid and students are responsible for student loan debt should the school close. The plan also states the business will assist students who seek to withdraw or transfer to another school and will not charge a transcript fee. If the business complies with the Compliance Plan requirements, as of October 30, 2020, Office of Higher Education will extend the term of the consent decree and AAAOM may remain open through to end of the Winter Trimester 2021 in order for students to complete the term so long as AAAOM remains in compliance with requirements. The business will also provide Office of Higher Education specific information about any sale, operation or transition agreements prior to closing and/or sale. The business will cease new enrollment in all academic programs until such time as it obtains pre-acquisition approval.
