In January, 2021, BBB Serving Central Illinois investigated C & A Construction’s business practices. This investigation was prompted by an increase in complaints. Complaints allege consumers hired this company and provided a down payment to conduct services. According to these complaints, services were partially finished or not started at all. Three of these complaints have been closed as unresolved.

One complaint states, "We hired C & A Construction from Jacksonville, IL to do some work around our house. We gave him a check on June 1, 2020, in the amount of $3706.83 for project materials. He told us he would start either the week of June 8th or June 15th. He never showed up to start the work."

Another complaint reads, "I hired C&A construction to replace a roof on a machine shed. Owner collected down payment and informed me he would order materials right away and told me he would start the job as soon as materials came in. I gave the deposit check on 9/22/20 and he cashed it on 9/24/2020. He was to bring the contract for me to sign the day he picked up the deposit check but he did not bring it with him. 2 weeks later I emailed him and asked if materials had been ordered. he responded yes and they would be in the following week. 2 weeks later I inquired about a time frame to start the job. He informed me he would start the next week. I emailed him again the next week and he told me it would be the following week. After several weeks I eventually asked for the materials or a refund of the deposit check. He first told me he would deliver the materials to me. They were never delivered. I then told him I wanted a refund of the deposit. He has promised me the refund several times and then cancelled." 

BBB reached out to the company multiple times requesting a resolution in addition to contacting the complainants to see if the issue had been resolved. Since the closing of the complaints as unresolved, one complainant informed BBB that as of February 16, 2021, they had not received a refund after the company assured them that they would. BBB reached out to the other complainants but has not received an update regarding their refunds as of February 23, 2021.
