The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.
On March 18, 2016, Cavalier Construction, Inc. and Gerald S. Blondeau (Respondents) entered into a Settlement Agreement with Regulated Industries Complaint Office (RICO), resolving complaint CLB-2015-362-L.
Respondents allegedly violated HRS § 436B-19(6) by entering into an agreement with an unlicensed person to perform site preparation work.
The foregoing allegations, if proven at an administrative hearing before the Board, would constitute violations of Hawaii Revised Statutes.
Respondent entered into settlement agreement freely, knowingly, voluntarily and under no coercion or duress; Respondent voluntarily waived it's right to be represented by an attorney.
Respondent does not admit to violating any law or rule, but acknowledges that RICO has sufficient cause to file a petition for disciplinary action against Respondent's license.
Respondent agreed that this settlement agreement is intended to resolve the issues raised in Regulated Industries Complaint Office (RICO) investigation into complaint CLB-2015-362-L. Respondent understands that this settlement agreement is public record pursuant to Hawaii Revised Statutes Chapter 92F.
