The following describes a pending government action that has been formally brought by a government agency but has not yet been resolved. We are providing a summary of the government's allegations, which have not yet been proven.

On April 2, 2018, the Justice Department filed a complaint for Permanent Injunction and Other Equitable Relief against Steven M Doletzky, Manager of Unified Partners Insurance Agency, for committing fraud (Case Number 8:18-cv-00780-CEH-CPT, filed in the United Stated District Court for the Middle District of Florida Tampa Division).

Some of the allegations against Mr. Doletzky include:

-Recruiting homeless individuals as customers by offering food, beverages, and false promises of assistance with obtaining welfare benefits on their behalf;
-Directing others to prepare false tax returns on behalf of these homeless individuals that claimed fraudulent tax returns, the bulk of which was retained as tax preparations fees;
-Preparing federal income tax returns that claimed fraudulent claims for tax credits, including for education credits and the Earned Income Tax Credit; and
-Preparing federal income tax returns that reported false head-of-household status, fade dependents, to fraudulently increase the taxpayer's refunds.

The complaint seeks to permanently bar Steven M Doletzky form preparing federal tax returns. In addition, the complaint seeks orders from the federal court requiring the defendant to surrender to the United States an ill-gotten fees charged to customers for the preparation of false or fraudulent federal tax returns.
