Unloaded rifles and shotguns may be mailed if the mailer fully complies with the Gun Control Act of 1968 (Public Law 90-618) and 18 USC 921. The mailer may be required to establish, by opening the parcel or by written certification, that the gun is unloaded and not excluded from mailing because of the restrictions in 432.2 b and c. According to the Gun Control Act of 1968, there is a national waiting period of five days before a licensed importer, manufacturer, or dealer may lawfully transfer an actual handgun to a nonlicensed individual and for the establishment of a national instant criminal background check system. Anyone wanting to purchase a handgun is required to wait five days for a background check to be conducted by designated state law enforcement officials.
