On February 9, 2017 the Board of Pharmacy filed an accusation against Steven's Pharmacy. The accusations include but are not limited to:

- Misbranded Drugs,
- Policy and Procedure regarding Anticipatory Compounding,
- Compound limitations and Requirements,
- Registration of Producers of Drug or Devices,
- Failure to Exercise Best Professional Judgment or Corresponding Responsibility,
- Drug Therapy Review,
- Controlled Substance Prescriptions Issued for Delivery to Patient in Another State,
- Out of State Prescription Requirements,
- Excessive Refills,
- Refills In Excess of Six Months from Date of Prescription.
The company is being accused of manufacturing large amounts of standardized compounds for general distribution drugs without a valid license; violate or attempting to violate federal laws by engaging in the manufacture, preparation, compounding or processing of drugs without being registered as a manufacturer and more. The prayers of the plaintiff include the Pharmacy Permit for Harbor Drug Co Inc dba Steven's Pharmacy be revoked or suspended and prevent the company from serving as a manager, administrator, owner, member, officer, director, associate, or partner of a licensee of the Board. Revoke or suspend the Pharmacist licenses of Charles Bonner, Mervyn Miller, Leah Bonner, Warren Kingdon and prevent them from serving as a manager, administrator, owner, member, officer, director , associate or partner of a licensee of the board. Also charge the defendants with the costs of the investigation and enforcement of this case.

On April 20, 2017 the Department of Insurance filed charges against Charles Bonner and Mervyn Miller. Charles Bonner and Mervyn Miller are being accused of conspiracy to commit medical insurance, false and fraudulent claim, and insurance fraud, with an enhancement of property damage over $1.3 million, property loss over $200,000, and Aggravated White Collar Crime over $500,000. They are being accused of taking part in an insurance fraud scheme by selling more than $1 million in compound creams that were not FDA approved nor have known medical benefits. They were among other doctors and pharmacists to conspire with Tanya and Christopher King in the fraud scheme where unnecessary treatment was prescribed to workers' compensation insurance patients. Bonner is accused of manufactured a variety of creams, with unknown effects, from Steven's Pharmacy and sold them to the Kings for $15 to $40 per tube; which were then billed to the insurance carriers for $250 to $700 per tube. More than 13,000 patients and 27 insurance carriers were victims in the scheme. A total of $40 million was billed to insurers and $23.2 million was paid out to the defendants involved in the scheme.
