On February 16, 2021, BBB requested Top Opps Publications to substantiate, modify or discontinue claims on their mailer that read: "Get Paid For Mailing Our Special Letters From Home!" "Potential earning of up to $5000 or more weekly! Free Postage, Free Circulars, Free Envelops." "We have so much work on hand, that we're paying Home Workers $10.00 for each letter stuffed and returned to us per instructions." "If we receive 99 letters stuffed and mailed out by you, we'll pay you $990.00. If we receive 149 letters, we'll pay you $1,490.00. If we receive 199 letters, we'll pay you $1,990.00. If we receive 349 letters, we'll pay you $3,490.00. If we receive 500 letters, we'll pay $5,000.00, and so on. The more letters you stuff and mail, the more money you'll make." "No matter what language you speak or what country you live in, stuffing envelopes can make you very wealthy, very quickly." "...we pay $10.00 per letter stuffed and returned to us."

Additionally, the business lists the following claims on their website (http://topoppspublications.com/): "The most successful work from home Mailer Program!" "...the most successful mailer program on the market.", "Earn an income working from home, with our guaranteed, fast & easy mailer program." 

BBB's Code of Advertising Section 1 Basic Principles of the Code states Advertisements should be truthful, sincere offers to sell. Advertisers have a responsibility to have substantiation for all claims made and should be able to provide that substantiation upon request. All advertising that may mislead or deceive consumers should be avoided.

BBB’s Code of Advertising Section 20 Warranties or Guarantees states: when using the term "warranty" or "guarantee" the advertiser should clearly and conspicuously include a statement that the complete details of the warranty can be seen prior to the sale which could include putting it on the seller's website. Advertisers should disclose any material limitations on a "satisfaction guarantee" or "money-back guarantee" and define, for consumers, the meaning of claims such as "lifetime guarantee."

BBB's Code of Advertising Section 29  Subjective Claims – Puffery states: Expressions of opinion or intangible qualities of a product or service do not need to be substantiated.  Such claims include “we try harder” or “best food in the world.”
