In September 2018 BBB investigated Riske Creek Manufacturing Ltd owned by Andy Tower. The investigation was prompted by consumers allegations that they paid for a park model home that was not delivered. Consumers also alleged that a 2013 public alert indicated that park model homes built by Riske Creek Manufacturing did not comply with the Standards Council of Canada (SSC). BBB could no longer find the 2013 official public alert mentioned by the consumers.

According to BC Registry files, Riske Creek Manufacturing Ltd was dissolved on March 5, 2018, because it failed to file its annual report within the given time, but the company's website and phone number are still active. Besides Riske Creek Manufacturing Ltd, Mr. Tower is also the sole proprietor of "A.M. Tower Enterprises" and the only director of the numbered company 1009836 BC Ltd. As part of the investigation, BBB reviewed Riske Creek Manufactring Ltd's website. They claim to be an "approved park model builder" but do not disclose the organization that they are certified with.

BBB left voice messages, sent emails and posted mail to Mr. Tower, but as of October 31, 2018, did not get his response regarding consumers allegations and his park model builder certification.

During the investigation BBB has learned that park model homes fall under Canadian Standards Association (CSA) building codes CSA Z240 RV Series "Recreational Vehicles" and CSA Z241 Series "Park Model Trailers". These codes are the national building standard that must be met by all park model home manufacturers designed for recreational use category, but not for primary residence.The codes follow each provincial regulation on gas and electrical safety standards. Every unit must have a certification seal from one of the many organizations responsible for inspecting and certifying manufacturers.
