Failure of those engaged in residential contracting to provide a written statement regarding the Transaction Recovery Fund and how to contact the Board.   2. Failure to obtain written change orders signed by both parties to an existing contract.  3.  Intentional and unjustified failure to complete work contracted for or to comply with the terms in the contract.
