On Oct. 8, 2019, an indictment was filed in Logan County Common Pleas Court against defendant Jack Harrison, and according to a bill of particulars filed Nov. 14, 2019 he was charged with Attempted Grand Theft, Theft From a Person in a Protected Class, and Attempted Theft From a Person in a Protected Class. According to court records, Harrison allegedly offered to lay asphalt on consumers' driveways in Ohio, Arkansas and Kansas, between 2014 and 2019 and told consumers he still had a couple loads left over from a previous job, and billed consumers thousands of dollars more than the value of the work, including in some cases changing the billing from square foot to linear foot. Harrison also allegedly failed to provide Ohio consumers the 3-day cooling off and notification required by law in Ohio where consumers can choose not to go through with a contract under certain conditions.

On Dec. 31, 2019 ,the State of Ohio moved to dismiss the case without prejudice following negotiations with the defendant noting:

- The defendant has made $18,000 in restitution to two victims and the check has cleared

- The defendant has agreed that two other victims did not owe the defendant or his company any fundsfor the asphalt work in their situations

- The defendant is not to have any negative contact with law enforcement for a period of 1 year from Dec. 18, 2019.

- The defendant has agreed not to work in the State of Ohio again.

- The Logan County Sheriff’s Office chose not to accept reimbursement for expenses associated with the investigation of this  matter, but suggested that the defendant make a donation to a charity, Beyond the Badge, that has occurred. 

- The defendant has paid the Logan County Prosecutor’s Office and the Clerk of Courts for their expenses associated with the investigation of this matter.

In response to this motion, the Court, on Jan.2, 2020, dismissed the case without prejudice.

In August 2020, BBB learned Harrison Road Builders was workong in Springfield, MO. A man working in his yard qas approached by them with an offer for leftover asphalt. He received a bill for twice what he expected. In March 2020, Harrison Road Builders was working in Phoenix, AZ, along with Roadtech. In December 2019, a 90 year old man from Green Cove Springs, FL reported they had returned to seal his driveway for $49 a gallon, then presented him with a bill for $19,000. On September 25, 2019, a consumer in Locust Grove, GA advised BBB she had been approached in her yard by Johnny offering to chip n seal her driveway. On July 10, 2019, Jack Harrison dba Road Builders met a consumer at his home in Bellefontaine, OH offering to seal the driveway with leftover material for $140 a linear foot. When the job was complete he reeived a bill for over $7500 because they changed to square feet. On December 4, 2018, a caller advised BBB the crew was working in Loundes, MS. On November 27, 2018, a caller in Atkins, Arkansas reported he'd been approached at his farm by Johnny Cooper who indicated he would tar and chip his driveway for $400, the bill came in at $14,000. Jack Harrison originally came to BBB's attention in July 2014, when a caller indicated she was approached at her home with an offer to pave her driveway with leftover material.

BBB communicates with them by phone and email as mail to the business has been returned by the US Post Office as undeliverable.
