Sedgwick County DA vs Robert Bryan
The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.
On May 31, 2024, a default judgment was entered against Robert Bryan, doing business as Finest Construction, by the Office of the Sedgwick County District Attorney for failure to provide a material benefit and engaging in deceptive acts under the Kansas Consumer Protection Act (KCPA). The judgment settles allegations that Bryan and Finest Construction violated the KCPA by contracting for services without a license. Bryan performed various construction and remodeling services requiring trade certifications that he did not have, including electrical and plumbing work. The most serious involved foundation waterproofing work that Bryan attempted without the requisite licensing, engineering work and permits. Under terms of the judgment, Bryan was ordered to pay $50,454.50 in restitution to impacted consumers, $120,000 in civil penalties, as well as court costs and investigative fees. The court also prohibited Bryan from engaging in consumer transactions in Kansas, unless properly licensed and until all restitution, costs and fees in the judgment are paid. The default judgment was for settlement purposes only and should not be considered as an admission of guilt or finding of violation of the law.
